What is Ejari?

Ejari is Dubai’  s official system for registering tenancy contracts with the Dubai Land Department. It creates a legally recognized record of your lease and issues an Ejari certificate and number that authorities accept as proof of tenancy. You need Ejari to set up DEWA utilities and for many government services. One Ejari is issued per unit to a single tenant or entity, while co-occupants who live in the home are recorded separately through the Dubai REST app.

Authorities have tightened oversight of shared housing and unlicensed co-living. Tenants are now expected to record everyone who lives in the unit for one month or longer in the DLD system. Process for Already Registered Users

  1. Open Dubai REST App and click Login to Application 
  2. Click Login as an Individual and login with UAE PASS for quick access. You can also login with your Emirates ID, Title Deed, mobile number, or email address.   
  3. From the Dashboard, select the property where you are a tenant 
  4. Select Manage Co-occupants to proceed 
  5. Select “Add More” to add Co-Occupants to the property where you are a tenant 
  6. Enter the Emirates ID and Date of Birth of the Co-Occupant and select “Verify”. 
  7. Add all members of the family who are living in that property. To remove a Co-occupant, select the delete icon and submit. 

Process for New Users 

If you are new to the system, you will first need to create your profile before adding co-occupants. 

  1. Go to the Dubai REST App login screen → Click Registration.
  2. Sign up with UAE PASS for quick registration. If you don’t have UAE PASS, you can register with your Emirates ID, unified number, or Residence Visa Number. 
  3. Once registered, follow the steps above for existing users.

Room-by-room rentals and subleasing

Subleasing a whole unit or any part of it without written landlord approval breaches Dubai’s rental rules and risks lease termination or penalties. Licensed co-living is different. Landlords who hold the correct permit may lease rooms individually, but those room contracts must be documented properly and linked to the unit’s primary Ejari.
